美國總統歐巴馬 (Barack Obama) 11 日終於向國會提出等待已久對伊斯蘭國 (Islamic State) 開戰的正式請求。 歐巴馬強調，這項他任內首次要求動武的任務，不會讓美國重陷類似阿富汗戰爭的泥淖，將以特種部隊狙殺伊斯蘭國領袖為主軸。
歐巴馬自2014年8月授權美軍對起對盤據敘利亞與伊拉克邊境的伊斯蘭展開空襲，在美國為首的聯軍空襲下，成功壓制伊斯蘭國不斷擴張的氣焰，但是美國國會並未通過授權其他軍事行動。
就在歐巴馬提出請求的前一日，白宮才證實26 歲的美國人質穆勒( Kayla Mueller )遭到伊斯蘭國殺害。歐巴馬在演說中表示，面對像伊斯蘭國這樣的邪惡團體，美國「別無其他選擇」，與盟國及夥伴一同打擊、最終摧毀這個「恐怖組織」。
這將是歐巴馬擔任美國總統 6 年以來，首度向國會正式請求採取軍事行動。為了爭取掌控國會的共和黨支持，以及避免民眾擔心美國再度捲入另一起中東戰事泥淖，歐巴馬除了設下3年期限，還必須每半年向國會報告，並表明不會展開「不符國家利益」的大規模地面戰爭。
